Taylor County Release Records
A Taylor County release is an agency event, not one legal outcome. A person can leave Tygart Valley Regional Jail and return to the community after bond, dismissal, time served, sentence completion, probation, or another court order. The same person might instead move to a WVDCR prison, another jail, federal custody, or immigration custody. That move ends one facility stay but does not end custody. WVDCR records use more exact labels, including discharge, parole, court-order release, mandatory release, conditional release, and parole on a detainer. Preserve the label because it tells what changed and what did not.
Taylor County has a split custody map. Tygart Valley Regional Jail and Correctional Facility is in Randolph County but serves Taylor arrests. Pruntytown Correctional Center and Jail is physically in Taylor County, yet it is a state correctional center for sentenced men. The Taylor County Sheriff documents arrests, process, and transport but does not operate the long-term adult jail identified in the official sources. A reliable Taylor County released inmate search therefore begins by identifying the holding system, not by assuming there is one county jail list.
A missing current-roster result does not prove community release; it may reflect transfer, timing, spelling, or a different custody system.
Taylor County Release Types
The release method controls the next useful record. Bond and recognizance usually leave the criminal case open, so the court docket and bond order matter. A dismissal or acquittal calls for the final disposition. Time served and sentence completion should be checked against the judgment and credit calculation. Parole moves a person from prison into supervised community status, while probation comes from a court order and is administered through the judicial system. A transfer is not a community release at all.
| Agency label or event | Meaning | Best next source |
|---|---|---|
| Bond or recognizance | Physical jail release while the case may continue | Taylor court docket and WVDCR event record |
| Time served or sentence completion | The stated custodial term has ended | Judgment, sentence calculation, and release record |
| Parole | Community supervision after a Board grant and fulfilled conditions | Parole Board action and WVDCR status |
| Probation or community corrections | Court-directed community control | Sentencing order and Taylor probation record |
| Transfer or detainer | Custody continues under another unit or authority | Movement record and receiving custodian |
| Discharge | The sentence or later supervision ends as stated in the record | WVDCR certificate or discharge field |
WVDCR reporting includes separate codes for parole within West Virginia, parole out of state, parole on detainer, court-order release, and court-order release to community corrections. Those operational codes may not all appear on the public screen. They still show why a request should ask for both the agency code and its plain-language meaning. “Released” alone is too broad to establish destination or continuing control.
Taylor County Release Record Fields
WVDCR Policy Directive 142.00 provides an unusually detailed inventory of public information. Not every field appears on every web result, and an exemption may still require redaction. The policy nevertheless supports a precise request for an existing Taylor County custody episode. Identify the regional-jail booking, the prison incarceration, or both. Include a date of birth or OID when known so the custodian can separate people with the same name.
| Field | What it can establish |
|---|---|
| Commitment and release date or time | The start and end of the recorded facility episode |
| Release or discharge method | Bond, court order, parole, discharge, transfer, or another agency term |
| Institution and judicial district | Which unit held the person and the court area tied to release |
| Projected minimum and mandatory dates | Calculation milestones, not proof that release happened |
| Good time, jail credit, and time served | Inputs used in a sentence computation |
| Court docket, offense, and judge | The case that supplied legal authority |
| Destination or transfer destination | Whether the event led to community or another custodian, when releasable |
| File photograph | The image associated with the agency record, if available and releasable |
The ideal confirmation links identity, facility, event time, method, authority, and destination category. Destination details may be sensitive, but Policy 142.00 identifies a post-event custodial transfer destination among public fields. Ask for the releasable category rather than a private residential address. If two sources disagree, retain each result with its search time and seek the transaction record that explains the difference.
Request Taylor County Release Records
WVDCR is the first formal custodian for release and movement records from Tygart Valley Regional Jail and for prison records from Pruntytown. Address a written request to the Commissioner at 1409 Greenbrier Street, Charleston, WV 25311, and mark it for the FOIA Coordinator or FOIA and Subpoena Support. The general WVDCR number is 304-558-2036. The Taylor County Sheriff should receive requests for sheriff-created arrest, incident, process, or transportation records, not a WVDCR jail transaction.
- Give the full name, aliases, date of birth, OID or booking number, and the approximate custody episode.
- Ask for the existing admission, release, or movement record, including date, time, method, authority, facility, and destination category.
- State whether the request also seeks sentence-credit fields, final discharge data, or the booking or file photograph.
- Request electronic PDF or JPEG copies, invite lawful redaction, and ask for the nonexempt remainder.
- Ask for an actual reproduction-cost estimate before costs are incurred and retain the written response.
West Virginia Code §29B-1-3 requires a custodian, as soon as practicable but within five days excluding weekends and legal holidays, to produce copies, set an inspection time, or deny the request in writing with reasons. The law permits actual reproduction costs but bars search, retrieval, and man-hour fees under that section. No specific WVDCR photograph fee was verified, so an estimate should be requested.
Note: Ask for an existing record, not an explanation the agency would have to create, and identify one person or episode as narrowly as possible.
Taylor Courts Split Release Records
Taylor court records explain the authority behind many jail events. Magistrate Court handles misdemeanors, bail, and preliminary felony matters. Circuit Court supplies felony judgments and sentences. A complete reconstruction may require the Magistrate file for the arrest and bond stage, the Circuit file for a later felony judgment, and WVDCR for the physical release timestamp. The Taylor County court directory identifies the local clerks and probation office.
The free Magistrate Record Search returns summary results but not the documents. Copies come from the clerk. The Magistrate Clerk is at the Taylor County Courthouse Annex, 214 West Main Street, Grafton, with telephone 304-265-5762. The Circuit Clerk is at the Taylor County Courthouse, Room 104, and can be reached at 304-265-2480. Ask for named documents such as the bond order, disposition, judgment, sentence, or later custody order.
Taylor Expungement After Release
Expungement changes public access, not the historical fact that a custody event occurred. Current West Virginia Judiciary guidance separates dismissed or acquitted matters from qualifying conviction routes. The 2026 clerk instructions state a 60-day route for a dismissed or acquitted motion, while qualifying conviction waits generally vary from one year for one misdemeanor to longer statutory periods for other eligible cases. The Taylor Circuit Clerk is the local filing point. Restricted, juvenile, sealed, or expunged material should not be reconstructed from old copies.
Taylor Jail Processing Fee Refunds
West Virginia Code §15A-5-8 creates a specific booking-stage issue that may still matter after a Taylor County jail release. The law imposes a $30 jail processing fee, generally payable before release. If the person cannot pay then, the statute allows collection from later inmate trust deposits. This fee is separate from a court fine, bond, or the cost of obtaining a public record.
The statute also provides a refund route when the case ends without a conviction and the person submits the required dismissal material, a current name and address, and valid photo identification. The statute denies refunds in specified circumstances involving convictions among multiple or related charges. Anyone seeking a refund should read the current jail processing fee statute and send the proof to the office identified by the current agency procedure. A dismissal does not automatically trigger payment.
Search Taylor County Released Inmates
Start with enough identifiers to avoid a false match: full legal name, spelling variants, approximate birth date, OID or booking number, arrest date, and court case number. Use the RJA search when the event began with a Taylor County arrest and regional-jail confinement. Use the DOC search for Pruntytown or another state prison. Search both when the custody level is unclear. A current entry supports custody as of the system update, but no result does not establish release.
- Check the WVDCR RJA search for current regional-jail custody and record the query time.
- Check DOC OIS if a prison sentence, jail-to-prison move, or Pruntytown stay is possible.
- Locate the Taylor court case and obtain the order or disposition that authorized release or movement.
- Search VINE for the same agency record and preserve any custody-change notice that is available.
- Use BOP or ICE only when the case or transfer facts point to federal authority.
- Request the WVDCR release or movement transaction when the public screens do not settle the question.
The absence of an official Taylor recent-release feed makes the fallback chain essential. The separate Taylor County 24-Hour Releases coverage explains why the state Admissions Summary cannot be turned into a list of people who left today. For one named person, the court order and agency transaction remain the strongest pair.
Taylor WVDCR Offender Searches
The WVDCR landing page separates “Offender Search (Jails)” from “Offender Search (Prisons).” A Taylor arrest normally points to the Jails side and Tygart Valley Regional Jail. A sentenced state prisoner or a person at Pruntytown belongs on the Prisons side. Search by first and last name, complete the human-verification step, and open the detail only after matching additional identifiers. A government guide says a prison result can include a location and photograph, while “More Info” can show a date of birth and the exact label “projected release date.”
| Search field or control | Use | Limit |
|---|---|---|
| Jails or Prisons choice | Selects the custody system | The wrong side can return no useful match |
| First and last name | Starts the person search | Spelling and shared names require care |
| OID or displayed ID | Separates similar names | May not be known before the first search |
| Location and photograph | Supports identity matching | A photograph does not establish conviction |
| Projected release date | Shows a current prison calculation | It is not an actual release timestamp |
The OIS disclaimer warns that fast-changing data may not show true current location, release date, or status. A fully discharged person may also produce “No results found with specified criteria.” Save a lawful near-event result when necessary, but obtain Central Records data for a durable confirmation. Physical prison release and later discharge from parole can be separate dates.
No Taylor Release Feed
No official Taylor County rolling 24-hour or 72-hour release list, release archive, sheriff jail app, or released-person photo gallery was found in the official channel sweep completed August 9, 2026. Adult detention is regionalized through WVDCR. The state product labeled “Daily Incarcerations” leads to an Admissions Summary that shows intake data for a chosen date. Admission time, name, birth date, gender, and a detail link cannot be inverted to claim who left custody.
Roster disappearance is also ambiguous. It can follow bond, time served, transfer, a data correction, or movement to another authority. There is no verified online retention window showing that a released Taylor detainee remains searchable for 24, 48, or 72 hours. For an interval request, identify a person and booking episode and ask whether an existing report contains the release or movement date, time, method, authority, and destination category. West Virginia FOIA does not necessarily require WVDCR to create a new county-wide report.
The West Virginia Magistrate Record Search supplies a separate case-stage check.
The court screen helps locate the case number and disposition path, but document copies and a physical-release time must still come from the clerk and WVDCR.
Getting Home After Taylor Release
WVDCR Policy 457.09 gives some Taylor County releases a transportation safety net. A person leaving a jail unit without arrangements may be allowed to call family or friends. After considering safety, weather, age, condition, and destination, the superintendent may arrange travel to a convenient bus stop or the relevant county-seat courthouse. A prison release can include transport and one-way bus fare under the policy framework.
The policy does not publish a routine release time, a Taylor pickup door, or a guaranteed route. Family and friends should confirm the plan for the individual event with the facility. A court order may precede physical processing, and another warrant or detainer may block community departure. Travel should be arranged only after the holding agency confirms the release and pickup instructions.
Note: A projected date or court order is not a pickup appointment, and transportation details can change while release processing is still underway.
Taylor Post-Release Supervision Paths
Parole and probation are different Taylor County paths. The independent West Virginia Parole Board decides parole, WVDCR Parole Services supervises a person after release, and the Taylor County court imposes probation. Taylor is in Parole Services Northern District, Region 6. Both the Clarksburg and Elkins offices publish broad coverage that includes Taylor, so the assigned office must be confirmed rather than guessed. Taylor probation is part of the 23rd Judicial Circuit with Barbour County.
The assigned authority must be checked in its own record. A Parole Board action and WVDCR status support parole, while the Taylor sentencing order and later court filings support probation. Neither a public-search absence nor participation in a local program proves that supervision ended.
- Parole
- Conditional community supervision after a state prison release approved by the Parole Board.
- Probation
- Court-ordered community supervision that may be imposed instead of, or after, confinement.
- Discharge
- The recorded end of a sentence or supervision obligation described by the issuing authority.
- Detainer
- A request or hold that may send a person to another custodian instead of the community.
Taylor Community Corrections After Release
Barbour County Community Corrections serves the Barbour-Taylor circuit from 85 Court Street in Philippi. Its official program includes day reporting, bond and pretrial services, alternative-sentence supervision, monitoring, classes, and referrals. The arrangement gives Taylor County a local court and community-corrections path outside the parole system.
Community Corrections is not the West Virginia Parole Board or WVDCR Parole Services. Participation follows its own court or program authority and does not prove release from a sentence, completion of supervision, or discharge. Verify the placement through the controlling court order and any later discharge or revocation filing.
Taylor Release Alerts and Transfers
West Virginia VINE can search a specific WVDCR-fed record and send custody or status notices when that record offers registration. Match the person by more than a name, select the offered notice types, and keep the agency and event wording. A VINE alert is quick corroboration, not a certified release record. A transfer notice can arrive after the person reaches the next unit, and “out of custody” in one source does not rule out another custodian.
The West Virginia VINELink portal provides the state search and registration path.
The portal can preserve a reported change and provide alerts, while WVDCR and the court remain the sources for the underlying event and authority.
Federal checks are exception paths in Taylor County. Use the BOP locator only for a federal sentenced person. A BOP result may say “Released” with a date or “Not in BOP custody,” but it does not establish state status or the end of federal supervised release. Use ICE’s locator when facts point to an immigration handoff. A departure from TVRJCF under an immigration detainer is a transfer, not community release. No federal prison or ICE detention center was identified inside Taylor County.
Taylor Released Versus In Custody
Each system answers a narrow question. A current roster is useful for present custody. A release record proves an agency transaction. A court file states the legal authority. A supervision record shows what followed. The time searched matters because the order, processing event, system update, and notification can occur at different points.
| Population or question | First source | What confirms release |
|---|---|---|
| Taylor arrest at TVRJCF | RJA OIS current search | WVDCR movement record plus Taylor court order |
| Pruntytown or other WVDCR prisoner | DOC OIS and More Info | Actual WVDCR release or discharge record |
| Person on parole | Board action and Parole Services | Release record, then a later discharge record when applicable |
| Person on probation | Taylor sentencing order | Probation order and later discharge or revocation filings |
| Federal sentenced person | BOP Inmate Locator | BOP release result and federal court record |
| Possible immigration transfer | ICE detainee locator | WVDCR transfer record and the receiving authority |
Can a court release order prove the person walked out? It proves legal authority, but another hold and facility processing may still affect the actual departure. Pair it with the WVDCR event.
Taylor Release Facilities Through Time
The Taylor County custody map includes physical facilities, local record owners, and separate state or federal search systems. The official Tygart Valley facility page states that the regional jail opened in June 2005 and serves seven counties, including Taylor. The Pruntytown facility history traces that site to the Industrial School for Boys in 1891, the end of that role in 1983, and reopening for adults in 1985. Its current lower-custody mission often places residents nearer parole or discharge, but no mission statement promises an individual release.
Taylor County Release Facilities
Each Taylor County custody route has its own population and proof source. Match the person to the facility or system before interpreting a roster result or requesting a release record.
- Tygart Valley Regional Jail and Correctional Facility: regional-jail custody for ordinary Taylor arrests; verify through RJA, WVDCR, and the committing court.
- Pruntytown Correctional Center and Jail: state correctional custody in Grafton; verify through DOC OIS and WVDCR Records.
- Taylor County Sheriff / local arrest process: sheriff-created arrest, process, and transport records, but not the WVDCR release transaction.
- West Virginia OIS Regional Jail search: present regional-jail status and admissions, not a release archive.
- West Virginia OIS DOC search: current state-prison status and a projected date where displayed.
- Federal BOP Inmate Locator: federal sentenced custody only.
- ICE Online Detainee Locator / Enforcement and Removal Operations: suspected immigration custody only.
WVDCR’s statewide FY2025 report recorded 2,808 releases, including 1,748 parole releases, 459 discharges, and 97 mandatory releases. Those are West Virginia totals, not Taylor County figures. They show the range of agency categories, not a local count. Every Taylor inquiry still needs its own custody chain: last confirmed facility, legal authority, agency transaction, destination category, continuing supervision, and later discharge where relevant.
