DOC Offender Search Scope
The WVDCR DOC search covers state prisoners, including people at PCCJ and other West Virginia prisons regardless of sentencing county. It is not the primary live source for a Taylor detainee at TVRJCF. Use the regional-jail side for that population unless a prison sentence or transfer has moved the person into DOC custody.
The search can show name, location, a photograph when available, and a “More Info” route with date of birth and a projected release date. Match more than the name. A result reflects the public system at the time checked and may change quickly.

Open the official DOC offender search, enter first and last name, and complete the human-verification step. Compare date of birth, OID, location, and photograph before selecting a result. Record the query and retrieval time. Open “More Info” only after the identity match is sound.
- Choose Prisons, not Jails, for PCCJ or another sentenced state placement.
- Search the full legal name and spelling variants.
- Compare multiple identifiers and the displayed location.
- Record the exact projected-date label without calling it actual release.
- Request WVDCR’s event record after release, parole, discharge, or transfer.
A fully discharged person may return no result. Government guidance notes that a person outside active WVDCR custody can produce “No results found.” That blank is not a discharge certificate. Preserve a near-event result or VINE notice, then use Central Records.
DOC Release Date Meanings
The public “projected release date” is not a scheduled pickup time. WVDCR also uses Minimum Discharge Date or Final Release Date for a calculation based on continuous incarceration and no loss of expected good time. The date can change because of discipline, restoration, jail credit, sentence correction, consecutive terms, escape or dead time, parole, detainers, and other lawful events.
Parole eligibility is different. It marks possible consideration by the West Virginia Parole Board. A Board grant may still depend on conditions and does not supply the facility gate time. Keep parole eligibility, Board action, prison release, and later discharge from supervision as separate dates.

Policy Directive 142.00 supplies a detailed public-information inventory subject to law. It includes commitment and release time, parole eligibility, projected minimum discharge, good-time allowance and rate, mandatory release, discharge method, court docket, time served, release destination, post-release transfer destination, and file photograph.
The web search does not promise every field. Ask Central Records for the releasable part of the actual record. Specify the incarceration episode, person, facility, and requested fields. Invite redaction and production of nonexempt material. An electronic record is easier to preserve with its source and date.
Confirm DOC Prison Release
Start with the last confirmed DOC result. Add the Taylor court judgment if the sentence arose there. For parole, obtain the Board action and then the WVDCR transaction. For discharge, request the release record and any official certificate of discharge that applies. If the person moved to another institution or custodian, classify the event as a transfer.
VINE can corroborate a WVDCR status change, but it is not the archival record. Federal BOP, ICE, and USMS systems are separate. A disappearance from DOC OIS does not establish federal or immigration release. Follow any destination evidence into the receiving system.

Send a focused written request to WVDCR. Include full name, date of birth or OID, PCCJ or other facility, approximate dates, and court case number. Seek the existing release or movement date and time, method, legal authority, destination category, projected and final discharge dates, and discharge from supervision if relevant.

West Virginia FOIA permits actual reproduction cost and requires the custodian to produce, arrange inspection, or deny in writing within its response framework. Ask for an estimate. Do not request an agency-created narrative when the existing event record will answer the question.

Report the conclusion as a chain: last custody, sentence authority, actual transaction, destination category, supervision, and later discharge. This keeps a state-prison release distinct from a regional-jail release and prevents a projected date from becoming an unsupported fact.
DOC Good Time Review
West Virginia Code §15A-4-17 governs good time for eligible adults in the Commissioner’s custody. Qualifying physical incarceration can earn statutory commutation, including qualifying credited presentence jail time. Time on parole or bond does not earn that credit under the described rule. Life sentences do not receive good time under the cited subsection.
Credit can be lost through discipline and may be restored with approval. Sentence correction, consecutive terms, jail credit, escape time, and other lawful events change calculations. WVDCR provides a sentence computation statement and revisions. No broad percentage shortcut gives a reliable Taylor release date.

DOC Search Reconciliation
Match name, date of birth, OID, facility, and sentence context. Save the last active result because a fully discharged person may later return no match. A photo is only one identity field. The court judgment and Central Records response provide stronger context.
If the destination is another WVDCR facility, report a transfer. If a detainer sends the person elsewhere, check the receiving system. Use the exact event code and plain-language meaning. This prevents projected release, parole, discharge, and transfer from being collapsed into one label.
A Taylor court judgment supplies the sentence, but WVDCR applies credits and records the actual custody event. Request both when the projected date or status is disputed. If the person entered PCCJ from another county, use that sentencing court rather than assuming Taylor holds the legal file. Facility location and sentencing jurisdiction are separate facts.

DOC Discharge Record Audit
Physical prison release and discharge from supervision can occur on different dates. WVDCR policy recognizes an Official Certificate of Discharge, and agency procedures can mark the appropriate OIS field when supervision ends. Request that later record when the question concerns completion of parole rather than departure from PCCJ or another prison.
Keep the court judgment with the WVDCR computation statement. The judgment supplies the sentence and court-ordered credit. WVDCR applies the statutory calculation and records changes.
