Check ICE Custody Records

To find someone released through the ICE Detainee Locator, first look for facts showing an immigration handoff after Taylor County or West Virginia custody. No ICE detention center was identified in Taylor County, so this is a federal exception route rather than the normal local search. A person removed from the regional-jail roster may have transferred to immigration custody instead of entering the community. The correct release search preserves that chain and verifies each agency event separately.

ICE Locator Search Scope

ICE’s Online Detainee Locator System is a federal immigration custody tool. It is not the Taylor County jail list, WVDCR offender search, or BOP locator. Use it only when an immigration detainer, transfer document, court information, or family knowledge points to ICE custody. The official sweep found no ICE facility in Taylor County.

The locator generally addresses people currently in ICE custody, qualifying CBP custody beyond the official period, and recent ICE releases within the system’s stated window. Coverage and timing limits matter. A blank result after the window does not explain the manner of release or erase the earlier custody event.

Run ICE Detainee Searches

Open the ICE Online Detainee Locator. Use the A-number and country of birth when known, or the offered biographical route. Enter names exactly and try supported spelling forms. An A-number is the immigration identifier assigned in the relevant federal record. Compare all returned details before treating a result as the same person.

  1. Confirm that facts suggest immigration custody rather than state or BOP custody.
  2. Search the A-number route when reliable identification is available.
  3. Use the biographical route carefully when the A-number is unknown.
  4. Record the exact result, facility information, and retrieval time.
  5. Contact ICE ERO when the locator cannot resolve a supported custody lead.
Transfer warning: A move from TVRJCF to ICE is continuing custody, not community release from the full custody chain.

ICE Release Result Meanings

ICE locator status concerns immigration detention. It does not decide the Taylor criminal case or show that a West Virginia sentence vanished. A person can finish or leave one state custody episode and immediately enter federal immigration custody. Describe that event as a handoff or transfer when the records support it.

If ICE later releases the person, the locator may have a limited recent-release display. The result may not supply the method, destination, immigration-court posture, or all conditions. Obtain the agency record where necessary. Do not use an ODLS absence after its coverage period to invent a release date.

Immigration detainer
A request or notice connected to possible immigration custody, not itself proof of final removal.
Handoff
Transfer from one custodian to another.
Community release
Departure from physical detention, possibly under conditions.
Removal
A distinct immigration action that should not be inferred from a locator result alone.

Confirm Taylor ICE Transfers

Begin with the last WVDCR record. Ask for the movement date and time, release method or code, authority, and post-event destination category. Policy Directive 142.00 recognizes transfer destination as potentially public information subject to law. The record can show that the regional-jail stay ended because another custodian received the person.

Next, check ODLS and use ICE Enforcement and Removal Operations contact resources if the known lead is not resolved online. Privacy and operational rules may limit disclosure. Preserve the time and wording of each response. If an immigration case number or court notice exists, use the appropriate federal immigration-court route for case posture.

The Taylor court order still matters for the state case. A dismissal, bond order, or sentence completion can explain why WVDCR authority ended, while the ICE record explains the next custody stage. Those are separate legal events.

ICE Records Request Route

A request should identify the person as precisely as law permits, using full name, aliases, date of birth, A-number, relevant WVDCR episode, and approximate transfer date. Ask for an existing releasable custody, transfer, or release record. Do not demand operational details or private facts that are not public. Invite redaction and request the nonexempt remainder.

For the WVDCR half of the chain, direct the public-record request to the WVDCR FOIA Coordinator at 1409 Greenbrier Street, Charleston, West Virginia 25311, telephone 304-558-2036. Ask WVDCR only for the record it created.

ICE and BOP Differences

BOP manages federal sentenced prisoners. ICE manages immigration detention and enforcement. The U.S. Marshals Service can manage federal pretrial prisoners through contracts. None is interchangeable. A BOP “not in custody” result does not answer whether ICE holds the person, and ODLS does not report a West Virginia prison discharge.

VINE is also separate. It can notify on a participating WVDCR record but does not cover ICE, BOP, or every custodian. A transfer notice may arrive only after the person reaches the next WVDCR location. Follow the destination evidence rather than assuming one portal covers the full chain.

Resolve ICE Release Conflicts

Record the last confirmed state custody, the authority ending that stay, the WVDCR movement transaction, ICE custody result, and any later immigration release record. Attach an “as of” time to every online result. If two systems differ, they may describe different stages rather than a true contradiction.

No local ICE address or hours should be inferred because no Taylor County immigration detention site was identified. Use only the actual facility or ERO office shown by the official record. A precise, limited conclusion is more reliable than a broad claim that a missing name means the person is free.

ICE Identity Search Review

An A-number is more precise than a name when it comes from a reliable source. Keep the number and country-of-birth information accurate. A typo can return no result or point to the wrong person. Compare every available detail before accepting a match.

Do not publish sensitive identity data merely because it resolved a search. Preserve only what is needed to document the source and event. If ODLS directs the inquiry to an office, use the verified official channel and ask what public custody information can be supplied.

A Taylor timeline can include sheriff arrest, TVRJCF admission, Taylor court action, WVDCR release from its authority, and an ICE handoff. “Release” in one system may describe departure from that system, not freedom from all custody. Keep the stages separate.

Ask WVDCR for movement time and destination category. Ask ICE for its intake or custody record. Transport and intake can create a time gap. State each source time without guessing. If ICE later releases the person, preserve the locator status while it remains within official coverage.

Taylor courts address the West Virginia case. Immigration courts and federal agencies address immigration. Dismissal in the state case does not decide immigration custody. Immigration release does not resolve a separate Taylor warrant or sentence.

ICE Release Reconciliation

Keep the proceedings in separate files and connect them only with documented transfer facts. This makes clear which office owns each request. It also prevents one agency’s “out of custody” wording from being extended beyond its scope.

If the locator returns no result, check query accuracy, coverage, timing, and the known custodian. Contact ERO only through official channels. Do not infer a date or method from silence. Ask for an existing record that states the event.

Document the final chain as last state custody, state authority ending, WVDCR movement, ICE custody, later release if shown, and any separate court process. A limited, dated finding is more sound than a broad declaration.

Privacy and operational rules may limit ICE details. A limited response should not be filled with assumptions. Record the official answer, request any releasable portion, and identify the remaining gap. When a lawyer or authorized representative has access to case documents, those records may supply the A-number and custody path needed for a more precise official inquiry.

Use the exact agency wording and retrieval time.

The WVDCR public-information policy supports the state-side transfer request, while Court Record Access supplies Taylor case context. The Taylor County search and records hub places ICE within the full custody chain.

ICE Locator Timing Review

ODLS timing rules are central to interpretation. The system can cover current ICE custody, qualifying CBP custody beyond the official threshold, and recent ICE releases within its stated period. A person outside those categories may not appear. Record the search date and the relevant custody date before drawing even a limited conclusion.

If a known WVDCR transfer has no ICE match, verify the A-number, country of birth, name spelling, and arrival timing. Then use the official ERO route. The transfer record may identify only a destination category, while ICE intake records identify the receiving custody. Privacy or security limits can restrict the public response, and those limits must remain visible.

A later ICE release should be reported with the exact agency wording and date. It does not decide the Taylor criminal disposition, erase the earlier regional-jail episode, or resolve a separate federal case. Pair the ICE result with the WVDCR movement record and applicable court documents. That sequence shows when state authority ended, when immigration custody began, and what later event ICE itself reported.
